I would like to know if it's possible to paginate using cursors and keep those pages optimized for SEO at the same time.

Using offsets, gives to Google bot some information about the depth, that's not the case with cursors:

Should I just only use them as a parameter?

Whenever there is a pagination on the website there is maximum chance that you will have a duplicate content issue. To solve this issue Google have introduced a new tag rel="next" and rel="prev" to understand the relation between previous and next page. Checkout this blog:-

Now back to the seo friendly url. If you are using url - page/1/ then you will be losing your link juice of "page" but at the same time it will provide you a system and oriented url structure. If you are using parameter url then you are letting crawler to decide wether your parameter is important or not. Also at the same time you are making your url more complecated. But this will not let pass the link juice. 

So both have there pros and cons. It depends upon you which url structure you choose. I would recommend that you should try to redirect your url using .htaccess file or try to use this structure of url:-

http://domain.com/movies/action?page=3
